Indonesian maids could be back by next month



KLANG: Malaysian households may be able to employ Indonesian domestic maids again by next month.

Human Resources Minister Datuk Dr S. Subramaniam said discussions were underway between Malaysia and Indonesia to iron out some issues.

“There are only a few more issues that need to be settled.

“Once this is done, the maids can come again,” Dr Subramaniam told newsmen yesterday. He was in Klang to give away school uniforms to Tamil school children from low-income groups.

Indonesia had banned its maids from coming to Malaysia in June following several high-profile maid abuse cases.

Dr Subramaniam hoped everything would be wrapped up by next month.

According to Dr Subramaniam, Indonesia had voiced its readiness to settle the issue as soon as possible.

There are currently 280,000 Indonesian maids in the country.

Dr Subramaniam’s first round of discussions with his Indonesian counterpart Erman Suparno began on July 6 followed by several more talks which had among others touched on the procedures of recruitment and salary.

MUADZAM SHAH: The banning of the Indonesian maids to work here would likely be settled by January next year following the fourth meeting to be held between both governments in Jakarta.

Human Resource deputy Minister Datuk Maznah Mazlan said the meeting was expected to discuss and finalise certain issues including the salaries and structure of the cost to bring them here, which were borne by the employers here.

Maznah said the Government had also submitted the training programme modules for the maids agencies to follow to equip the maids with the mental and practical aspects of their work here as there were reports that some of them did not understand the scope of their jobs.

Further, few of the maids were aware of the differences in Malaysian culture and theirs.

“By providing training to them, they would have a better knowledge of our culture and they can perform better,” Maznah said after officiating the Universiti Tenaga Nasional (Uniten)'s green earth programme, in its campus, here Friday.

Maznah said many employers said they paid fees to agents but received maids who were unable to perform well due to their lack of knowledge, skills, and understanding of the local culture.

In June this year, the Indonesia Government froze the export of maids to Malaysia after reports of maid abuse.

On Sept 2, both Governments agreed to that Indonesian maids be given a day off in a week and allowed to keep their passports with them while staying in this country.

KUALA LUMPUR: Home Minister Datuk Seri Hishammuddin Tun Hussein will personally monitor cases of abuse involving Indonesian maids from now on.
He said this was to ensure that there was no repeat of abuse cases and that those responsible were brought to justice as soon as possible.
“Our priority is to ensure their safety and that those who are on Malaysian soil are not taken advantage of.

“Everyone here deserves humane treatment and their rights must be taken care of,” he told reporters after a discussion and a visit to a shelter for maids at the Indonesian High Commission here yesterday.
Hishammuddin also expressed confidence that the problem of Indonesia’s freeze on its maids to Malaysia would be resolved soon given the good cooperation from both countries.
He said a task force set up on Nov 12 to resolve the cases of Indonesian maids seeking shelter at the embassy had borne fruit because 54 women had returned home since then.
“There are 140 women and six children currently seeking shelter at the embassy. The cases for 36 women are almost resolved while those for 56 others are still pending,” he said, adding that the task force’s role could be extended to assist other workers in the future.
Members of the task force, he said, would be expanded to include personnel from other agencies such as the Attorney-General’s Chambers to ensure speedy resolutions to problems.
“We want the A-G and court representatives to be involved as it may take years to wait for some outstanding cases to come to trial.
“For example, this maid Rohayu has been in the shelter for six years as her employer owes her more than RM30,000 in salary and she is still waiting for the trial.
“We need cooperation from the relevant authorities to speed things,” he said.
In Hishammuddin’s discussion with Indonesian Ambassador Tan Sri Da’i Bachtiar, both men discussed ways to enhance bilateral ties, strategies to assist Indonesian maids and workers, human-trafficking, cross border crime and ways to create a win-win situation for the two countries.
Da’i Bachtiar said Hishammuddin’s visit was an indication of the strong cooperation and ties between both countries.
Lauding the task force, he expressed hope for a quick resolution for the maids’ problems as “we do not want them to wait for years or months before they can go home.”
Hishammuddin’s discussion yesterday was a follow-up to the visit by Indonesian President Susilo Bambang Yudhoyono and his meeting with Prime Minister Datuk Seri Najib Tun Razak last month.
The task force was set up following a meeting involving Hishammu­ddin, Human Resources Minister Datuk Dr S. Subramaniam and Indo­nesian Workforce and Trans­migra-tion Minister A. Muhaimin Iskandar on Nov 12.
Indonesians make up more than 90% of the 280,000 foreign maids in Malaysia.

KUALA LUMPUR - Malaysia said Wednesday it will set up a task force with Indonesia to look into the grievances of Indonesian domestic workers here and speed up court cases over abuse and non-payment.
Home Minister Hishammuddin Hussein said the government is optimistic that Indonesia's ban on sending domestic workers to Malaysia, ordered in June after a spate of horrific assaults, will be lifted in the next few months.
He said the task force, which he will head and which will be staffed by officials from both countries, will look at how to expedite cases of non-payment of salaries and mistreatment of maids.
Hishammuddin said his first priority would be to help clear the 140 domestic workers and six children residing in a shelter in the compound of the Indonesian embassy in Kuala Lumpur, who are all waiting for court cases to be resolved.
"These problems, especially those faced by the embassy here, need to be addressed soon, that's why this special task force is being set up," he told reporters.
"The process takes too long sometimes, what we want to do is to expedite the process," he added. "We don't want anyone on Malaysian soil being taken advantage of."
Hishammuddin said the government is optimistic that the Indonesian ban on maids will be lifted soon once the two sides negotiate an agreement on wages and conditions.
"The memorandum is still in discussion, there is still a moratorium at the moment, we hope to resolve that soon within one or two months," he said.
Ambassador Da'i Bachtiar said the number of Indonesian maids working in Malaysia has dropped from 300,000 last year to around 230,000 at present.
The ban was triggered by a string of abuse cases including one where a Malaysian woman was charged with causing grievous bodily harm by beating her Indonesian maid and scalding her with boiling water.
One of Asia's largest importers of labour, Malaysia depends heavily on domestic workers, mainly from Indonesia, but has been criticised for not introducing legislation to enshrine their rights and conditions

The Indonesian government banned its maids from coming to Malaysia in June following several high-profile maid abuse cases.

Decision On Freeze On Indonesian Maid After Nov 20

Got maid? Human Resources Ministry wants to visit

MALACCA, Nov 7 – The Human Resources Ministry, through the Manpower Department, will make random visits to homes to get feedback about the situation of foreign maids, especially those from Indonesia, said Minister Datuk Dr S. Subramaniam.
“These visits that will begin in Lembah Klang beginning December 1 are friendly visits not intended to scare anyone as we want to know the relationship between maids and employers,” he said, adding that such visits will be extended to the whole country.
He said the maids visited would be told of their rights and given a number to call if there was any abuse.
Dr Subramaniam said the visits would be done together with officers of the Home Ministry with the intention to make people act to provide information if there was any abuse.
He said this to reporters after presenting certificates and diplomas to students of the Manpower Department Training Institute (ILJTM) at Ayer Keroh here today.
He also said his ministry will look into requests for foreign workers for several industrial sectors that have recovered from the economic slump.
He said among sectors identified lacking labour were the electronic industry, the furniture industry, the plastics industry and the rubber glove industry.
“These industries now face labour shortage due to increased global demand,” he said. According to him, as of now it was estimated that the industries that had been revived since the middle of the year needed about 20,000 workers to meet demand.
He said demand for foreign workers would be discussed in a special committee before it was brought to the Cabinet. Earlier, in his speech he said RM504 million had been allocated under the 2010 budget to build, upgrade and maintain equipment at ILJTM.
“This allocation clearly reflects the trust of our leaders in the ministry’s and the department’s efforts to enhance labour quality and train and equip the labour force to meet market demands,” he said. – Bernama

Guideline Modules To Employers, Maids

KUALA LUMPUR, Nov 5 (Bernama) -- The Women, Family and Community Development Ministry plans to create a special module to educate both the employer and maid pertaining to their respective rights and roles.Minister Datuk Seri Shahrizat Abdul Jalil said the ministry would further discuss the proposed module before submitting it to the Human Resources Ministry to be finalised."Although maid issues are under the Human Resources Ministry's jurisdiction, we still feel it is our responsibility to raise all the relevant issues as most maids are women," Shahrizat told reporters today after visiting the hostels for maids at the Indonesian Embassy here Thursday.She said that the special module was one of the initiatives that could be implemented to prevent the employer and maid from taking the law into their own hands."The government is taking this issue seriously. No matter who the victim is, both the employer and the maid, whether local or foreign, must abide by the law. Those guilty must be punished," she said.Meanwhile, Indonesian Ambassador to Malaysia Tan Sri Da'i Bachtiar said at present, there were 130 maids taking shelter at the hostels.He said 1,000 cases involving Indonesian maids were reported so far this year as compared to 854 cases reported last year."The highest cases were those involving employers who refused to pay the salaries of their maids," he said.A maid, known only as Sri Lestari, 19, said she had stayed at the hostel since last Tuesday."I was taken here by the police when they rescued me from my abusive employer's house in Damansara. My employer was arrested two days before I was brought here," she said.Lestari, from Blitar, West Java, alleged that she was regularly beaten but was too afraid to run away.She also claimed that her salary was in arrears, amounting to RM16,700.

KLANG, Oct 30 (Bernama) -- A sugarcane juice seller was charged in the Magistrate's Court here on Friday with the murder of Indonesian maid Muntik.A.Murugan, 35, was charged with murdering Muntik, 36, at his house at No: 11, Jalan Datuk Yusof Shahbudin 6, Taman Sentosa, between Oct 18 and 20.No plea was recorded. Rescued - helper who claimed abuse

GEORGE TOWN: An Indonesian maid who was allegedly beaten up frequently by her employer was rescued by police from a house in Jalan Datuk Keramat here.
A neighbour alerted the police who rushed to the house at about 5pm on Monday.
The maid, who is in her 30s, told police she was regularly beaten up by her employer, a housewife in her 40s, but there were no visible injuries on her body.
George Town OCPD Asst Comm Azam Abd Hamid said the maid would be sent to the Penang Hospital for a medical check-up.
“We will wait for a detailed report on whether the maid has internal injuries,” he said yesterday.

It's murder: Indonesian maid dies of alleged abuse

KLANG: The Indonesian maid who was allegedly abused and found locked up in a toilet has died in hospital, and her case has been reclassified as murder.
Mautik Hani, 36, from Surabaya, who had multiple injuries on various parts of her body, died in the intensive care unit of the Tengku Ampuan Rahimah Hospital at about 10am on Monday.
Two officers from the Indonesian Embassy and Selangor executive councillor Dr Xavier Jayakumar were at the hospital on Monday to gather more information on the situation.
Mautik, who had a severe wound on her leg as well as bruises on her arms and face, was rescued by police from a house in Taman Sentosa on Oct 20.
She was found in the toilet of the house following a tip-off.
A married couple, believed to be her employers, have been arrested by police and remanded for further investigations.
Tengku Ampuan Rahimah Hospital director Dr Ghazali Hasni Md Hassan said the victim, who had suffered multiple injuries, was admitted to the ICU last Saturday.
She was unconscious and died without regaining conscious, he added.
Dr Ghazali said Mautik was treated by a group of medical specialists, including orthopedic and anesthetic specialists, and a surgical team.
She was due for surgery but was not fit yet, he said, adding that she had not responded to antibiotics and drugs.
She was also suffering from malnutrition and dehydration, he added.
District police chief Asst Comm Mohamad Mat Yusop said the case had been reclassified under Section 302 of the Penal Code for murder. It was initially investigated under Section 326 for voluntarily causing grievous hurt by dangerous weapons.
ACP Mohamad said a post-mortem would be carried out to determine the cause of death.
“We are looking for at least three more people to help us in our investigations,” he added.
It is learnt that police are looking for the male employer’s mother, who also stayed in the same house, the informer who found Mautik, and a former employer of Mautik.
A 29-year-old woman was arrested on the same day Mautik was found and her husband surrendered to the police the following day.
The woman would be remanded until Tuesday and the man until Wednesday.
Mautik is believed to have worked in the house for the past two months and was locked in the toilet for two days before she was discovered.
She did not have any valid travel documents when she was rescued.
Dr Xavier said the Selangor state government expressed its deepest condolences to Mautik’s family and was prepared to help if her family needed help in sending the body home or if family members wanted to come to Malaysia to claim the body.

Death of Indonesian maid will further strain ties

KLANG, Oct 26 — An Indonesian maid, rescued from a house in Taman Sentosa last week, died at the Tengku Ampuan Rahimah Hospital here this morning.
Doctors said Mautik Hani, 36, from Surabaya, who had been in a coma since Saturday, died at 10am.
She was rescued by police on Tuesday and was found with a wound on her leg as well as bruises on her arms and face.
A 30-year-old trader and his wife are currently under remand to help investigations into claims of abuse. Police are expected to reclassify the case.
Her death is expected to further sour relations between Malaysia and Indonesia.
Cases of Indonesian maid abuse have been a major cause of strained relations in recent years and news of Mautik’s death has already been picked up by Indonesian newspapers.

An Indonesian maid who was found locked and bound in a bathroom by a cleaner last week in Klang, Malaysia, has died in hospital, the New Straits Times reported on Monday.The maid, 37-year-old Mantik Hani from Surabaya, was employed by a night market hawker and his wife. Her employer is being remanded by the magistrate’s court until Wednesday, the newspaper reported.The suspect’s wife is also being held to assist with investigations. Malaysian couple arrested for beating maid

KUALA LUMPUR — A Malaysian couple have been arrested for allegedly severely beating their Indonesian maid and leaving her bound and locked up in a toilet for two nights, police said Thursday.
Indonesia has put a ban on sending domestic workers to Malaysia while the neighbours attempt to negotiate a deal on salaries and conditions, aimed at ending a string of appalling abuse cases.
In the latest incident, a market vendor and his wife are accused of viciously beating their 36-year-old maid Mautik Hani, from Surabaya in Indonesia, who was found locked up in their house.
District police chief Mohamad Mat Yusop said the man, aged in his 30s, surrendered to police on Wednesday while his 29-year-old wife was arrested on Tuesday.
Newspaper reports have said that Hani was found, tied up around her hands and legs, by another Indonesian cleaner hired to replace her. She had noticed a foul smell coming from a locked bathroom.
"When she was found, she was in the toilet at the back of the house. Her left eye was swollen, her right leg had a big wound that exposed the bone, and she had bruises all over her body," Mohamad told AFP.
He said she was still being treated in hospital for her injuries.
The New Straits Times said that Hani had been abused by her employers almost daily during the two months she worked at their home.
Malaysia -- one of Asia's largest importers of labour -- depends heavily on domestic workers, mainly from Indonesia, but has no laws governing their working conditions.
The government in May announced plans for new laws to protect domestic workers from sexual harassment, non-payment of wages and poor working conditions.
Currently Indonesian maids typically work seven days a week for as little as 400 ringgit (113 dollars).

Para Bakal Majikan dinasihatkan agar memahami syarat dan terma sebelum berurusan untuk mengelakkan perselisihan dan salah faham semasa urusan.

Pakej INDIVIDU ditawarkan TIDAK TERMASUK dengan Levi RM 450 dan Fomema RM 200.

Pakej AGENSI merangkumi keseluruhan cadangan penyelesaian pengurusan kemasukan pembantu rumah

Pembantu Rumah yang diuruskan ada jaminan 3 bulan dari agen Indonesia.

Pembantu Rumah Lari, Kos hangus adalah tanggungjawab majikan. Agen hanya akan menggantikan dokumen biodata.

Tukar pembantu rumah atas pilihan majikan sendiri dalam tempoh jaminan, Kos hangus adalah ditanggung oleh majikan dan caj pertukaran sebanyak RM2000 dikenakan kepada majikan


Jaminan terus daripada agen di Indonesia (Back To Back). Majikan perlu maklum bahawa berurusan dengan Agen Indonesia terdapat risiko gantian lambat daripada Agen Indonesia.

Agen hanya bertindak sebagai Consultant dalam urusan kemasukan pembantu rumah dan tidak mampu meramal dan menanggung sebarang liabiliti luar jangka dan risiko akibat kelemahan dan kesilapan pihak ketiga iaitu Pembantu Rumah.

Syarat-syarat gantian tertakluk kepada syarat-syarat, peraturan dan bayaran terkini di Indonesia dan di Malaysia. Majikan hendaklah membayar perbezaan bayaran semasa dan dahulu.

Majikan hendaklah bersedia untuk menerima alternatif gantian wang separuh kos selepas ditolak kos hangus sekiranya agen merasakan kerumitan dalam gantian pembantu.
